Title: Acquisition Support Specialist
Function: Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS)

POSITION SUMMARY:
The Program Executive Office Defense Healthcare Management Systems (PEO DHMS) is an acquisition organization within the Department of Defense (DoD) that is transforming the delivery of healthcare to military service members, veterans, and their families through modernized electronic health records (EHRs). PEO DHMS oversees three program management offices (PMO) that acquire, deliver, and support IT and services enabling EHR modernization.
As an Acquisition Support Specialist, you will be responsible for supporting a centralized capability that provides acquisition support services across PEO DHMS, its PMOs, and the Federal Electronic Health Record Modernization (FEHRM) office. This is an exciting, mission-driven opportunity to enhance the delivery of care through a suite of current and new products that improve clinical, business, and analytic functions across the DoD patient experience.
Your primary responsibility will be preparing key documents required in accordance with the DOD 5000 series (especially 5000.75 ATP series) for significant acquisition efforts, providing strategic insight on how best to accomplish the goals of the acquisitions, gathering information & coordinating inputs from key stakeholders, support post-award surveillance, and generally ensuring that assigned acquisition functions are completed within scope, schedule, and quality.
As an Acquisition Specialist, you will work closely as a team with government program / product stakeholders, contracting specialists, and other acquisition specialists, who will provide steering, input, or support. A Boston Consulting Group (BCG) team will provide advisory on specific initiatives and long-term transformation goals.
The ideal candidate will have strong organizational and communication skills with attention to detail and a bias to action; someone who can work independently and operate proactively, but also understand how to overcome obstacles with tenacity. The ability to prioritize tasks effectively - and an adaptability to rapidly-changing priorities - will be key to success in this role. Prior experience in various delivery methods such as Agile and Waterfall is valuable.
Familiarity with and ability to strategically use the Adaptive Acquisition Framework and its requirements, especially for the Software Acquisition Pathway (5000.87), Defense Business Systems (5000.75), and Middle Tier (5000.80), is a must.
SUMMARY OF RESPONSIBILITIES:
This role's duties will adjust dynamically as part of a unified, integrated, agile team. All acquisition specialists will be required to support different parts of the following duties as assigned / required by different acquisition actions prioritized by the platform leader & other senior stakeholders.
Support concept vetting / triage efforts for new acquisition ideas
Support requirements definitions, managing the gathering of requirements from key stakeholders, providing insight / guidance, and completing required documentation
Support Acquisition Planning efforts, including developing acquisition strategies, helping with market research, providing analysis to support cost estimates, etc.
Support pre-RFP efforts, including drafting RFP components & contract structures, including QASPs, PWS / SOW, etc.
Provide analytical support to source selection efforts
Provide post-award monitoring, including supporting info gathering for CPARS, collecting & reporting on performance metrics, supporting contract modification efforts, etc.
KEY REQUIREMENTS AND COMPETENCIES:
Basic requirements
Bachelor's degree required, Master's degree preferred
Proficiency in Microsoft Office tools and Agile tools such as Jira and Trello strongly preferred
Ability to perform in a fast-paced, dynamic environment
Ability to manage multiple / fragmented responsibilities at once
Experience & expertise requirements
5+ Years professional experience providing direct support on an acquisition or contracting effort for at least one of the following pathways: Defense Business Systems (5000.75), Software Acquisition Pathway (5000.87), and Middle Tier (5000.80) - 5000.75 is most preferred
Professional experience and/or training / certification in Agile and/or Scrum methods
Certification and/or experience with FAR/DFAR requirements and supporting documentation (CDRLs, CPARS, etc.)
Strong understanding of common contract structures (FFP, Cost-plus, incentive structures, etc.), and demonstrated ability to creatively utilize different components to drive better outcomes
Experience utilizing contract competitions, requirements vetting processes, and other parts of the end-to-end process to nurture, refine, and improve ideas
Proven track record of delivering complex projects on time and within budget
Knowledge and experience with software systems and supporting programs / services
Helpful, non-required experience & expertise
Professional experience as a Contracting Officer or Contracting Officer Representative
Program, project, and/or product management experience for acquisition efforts
Leadership experience in successful planning & completion of acquisition milestones
Experience navigating contract protests
